He’s mentally disturbed enough to fire at a police car and
challenge them to a fistfight as he hoots like a cartoon, but
sane enough to ditch the weapon and say “I can’t breathe” 
That was hands down one of the more satisfying arrests. Dude
went from being all tough “What’re you gonna do homie??”
To “I can’t breath I can’t breath” as soon as he gets cuffed.
What a sissy.
