Im a controller. This has occured at my facility. They blamed on testing of a miscalibrated transmitter. Basically one on the ground was tx the wrong location. We can get ghost primary targets but they are usually related to some sort of interference with the radar like birds, vehicles on overpass etc. Im sure they were visually looking with binoculars too in tower. In relation to birds we would be changing our filters to a setting to be able to see that as well.
Airbus 330's and other Airbus models have computer logic issues.
As a retired 25000 hour airline pilot , my recommended suggestion
is to easily be able to disarm these flight computers!

Control computers have over our aircraft !
The captain, a former U.S. Navy top gun pilot, was spot on,
when he said that the flight crew must have the final say in what an
aircraft does. It cannot be theflight computers calling all the shots.
There must be an override feature built in to the aircraft flight control
systems, allowing the pilots to take control away from rogue computers.
I know that Boeing has had its full share of troubles lately, but I am glad
that its flightcontrol systems, by and large,
still put the pilots first, and the flight computers second.
There is no substitute for a well trained flight crew.
